Here's how to share editor access: Open your form in Google Forms. Click the 'Send' button (looks like a paper airplane). In the 'Add collaborators' section, enter the email addresses of the people you want to collaborate with. Choose the editor access level. You can optionally set an expiration date for their access and add a message to the email notification. Click 'Send'. Remember, collaborators will have access to the linked spreadsheet of responses, so manage access carefully.

Transferring ownership allows you to assign complete control of a form to another user.

Before transferring ownership, grant the intended recipient editor access. To transfer ownership: Open your form in Google Forms. Click the 'Share' button. Under 'People with access,' find the person you want to make the owner. Click the dropdown menu next to their name and select 'Transfer ownership.' Confirm the transfer.
